ABIA STATE GOVT LAUNCHES STATEWIDE DIGITAL EDUCATION REVOTE, ROLLS OUT COMPREHENSIVE EMIS, INTRODUCES ABSLIN TO TRACK EVERY LEARNER ACROSS 17 LGAs

In a bold move to reposition the education sector for efficiency, transparency, and measurable performance, the Abia State Government has unveiled a comprehensive Education Management and Information System (EMIS) aimed at centralising and digitally integrating education data across public and private schools in the state.
The initiative, approved at this week’s Executive Council meeting presided over by Governor Alex Otti, signals a major shift toward technology-driven governance in the education sector.
Briefing journalists after the EXCO session, the Honourable Commissioner for Information, Prince Okey Kanu, described the development as a transformative intervention that would consolidate all education-related data at the Basic and Secondary levels into a unified central database.
He explained that EMIS would warehouse all relevant information into one integrated system to enhance planning, improve measurable outcomes, and drive data-backed policy decisions.
According to the Commissioner, all Public and Private Schools across the 17 Local Government Areas of the State have already received secure login credentials to access the digital platform, marking the full operational takeoff of the initiative.
He further disclosed that the system supports the issuance of the Abia Learners Identification Number (ABSLIN), a unique identification number designed for every pupil in the state.
“The Education Management and Information System (EMIS) documentation exercise in our Primary and Secondary Schools across the 17 Local Government Areas of the State is ongoing. The exercise supports the issuance of Abia Learners identification number ABSLIN.
“All Public and Private schools in the State have received secure login credentials for EMIS access.
“EMIS, of course, is integrating education data and processes at Basic and Secondary levels into one central database. The system will support the efficient management of schools, data-driven development, and planning of measurable outcomes in schools,” Prince Kanu said.
Also shedding more light on the initiative, the Commissioner for Basic and Secondary Education, Elder Goodluck Ubochi, provided further clarifications on both EMIS and the ABSLIN framework, describing them as foundational reforms that would allow the government to track the academic journey of every learner from entry to completion of Basic Education.
“The Integrated Education platform you talked about is what we refer to as EMIS. Education management and information system. This is a system where every data that has to do with education is warehoused.
“What we intend to do in this very respect is what we call ABSLIM, Abia State Learning Students ID card. Where every child that is in the Basic and Secondary Education will have an identification number.
“When there is an identification number, the progress of the child will be monitored right from the inception until the person exits the basic education. That’s what we intend to do.
“With this, we’ll be able to monitor the progress, the movement, because we noticed that our children move from one school to the other abruptly, anyhow, without any control.
“The Ministry (of Education) will be in charge of the movement of our children from one school to the other, be it private or public. That’s what we intend to do with this,” Elder Ubochi revealed.
The introduction of EMIS and ABSLIN is widely seen as a strategic attempt to curb irregular student transfers, eliminate data gaps, enhance accountability, and ensure that educational planning in Abia State is grounded in reliable statistics rather than assumptions.
With secure digital access already extended to schools across the 17 LGAs, the initiative represents a significant step toward building a modern, technology-driven education system capable of tracking performance indicators, guiding policy formulation, and strengthening institutional oversight.
Stakeholders believe that if fully implemented and sustained, the EMIS platform could redefine how education is administered in Abia State, placing structured monitoring, learner accountability, and data int
egrity at the heart of the system.
