ARTSMA Invites Bids for Supply of Heavy-Duty Towing Truck, Establishment of Modern Traffic Control Room in Abia
The Abia State Road Traffic and Safety Management Agency (ARTSMA) has invited sealed tenders from qualified and eligible suppliers and contractors for the supply of a heavy-duty towing truck and the establishment of a standard traffic control room equipped with modern monitoring facilities.
In a tender notice issued by the agency, ARTSMA disclosed that the project forms part of efforts to strengthen traffic management operations and enhance road safety monitoring across Abia State.
According to the notice, interested contractors are expected to submit bids for two key components of the project. These include the supply of a heavy-duty towing truck as well as the supply and installation of a fully equipped control room.
The proposed control room will include the installation and setup of smart cameras, computers with multiple screen displays, internet connectivity, and other necessary equipment required for effective traffic surveillance and coordination.
The agency stated that only eligible contractors who meet the stipulated requirements will be considered for the tender process.
Among the eligibility criteria outlined for prospective bidders are evidence of payment of a non-refundable tender fee and proof of registration as a contractor with the Abia State Government. Applicants are also required to present a certificate of incorporation issued by the Corporate Affairs Commission (CAC), a three-year company tax clearance certificate, and a valid bank reference letter.
Additionally, contractors must provide details of previous experience on similar projects, a fully priced quotation for the proposed work, and a comprehensive company profile.
ARTSMA further noted that completed tender documents must be enclosed in plain sealed envelopes clearly marked with the tender reference number and description.
All submissions are to be delivered to the Abia State Road Traffic and Safety Management Agency Headquarters located at No. 9 Factory Road, Umuahia.
The agency announced that the deadline for submission of tender documents is March 18, 2026. It added that all tenders will be opened immediately after the closing time in the presence of bidders.
ARTSMA also emphasized that it reserves the right to accept or reject any tender either in whole or in part and is not obligated to provide reasons for its decision.
