Abia Assembly Moves to Establish Waterways Authority to Boost Transport, Trade, and Tourism Across Riverine Areas

In a strategic move aimed at diversifying Abia State’s transportation system and unlocking the economic potential of its riverine communities, the Abia State House of Assembly has taken a significant legislative step with the consideration of the Abia State Waterways Authority Bill, 2025 (H.A.B. 35).

 

The Bill, which seeks to establish the Abia State Waterways Authority, was sponsored by the Honourable Member representing Ukwa East State Constituency, Hon. Lewis Chinemerem Obianyi, and was read for the Second Time during plenary.

 

Presenting the objectives of the Bill, Hon. Obianyi emphasized that the proposed Authority would serve as a major catalyst for economic growth, environmental safety, and infrastructural development across the state’s riverine corridors. According to him, once enacted, the legislation would:

 

A. Promote an efficient, cheaper, and faster transport system, complementing road and rail infrastructure.

 

B. Help to decongest and reduce pressure on major roads, thereby minimizing road maintenance costs.

 

C. Boost business and commercial activities within the riverine areas, enhancing trade connectivity.

 

D. Foster the growth of tourism by harnessing Abia’s natural waterways for recreation and leisure.

 

E. Serve as a revenue-generating agency for the State Government through tariffs, licensing, and maritime services.

 

F. Create employment opportunities for Abia youths through dredging, water transport operations, logistics, and environmental management.

 

The Bill was subsequently committed to a Joint House Committee on Environment and Transportation, with a mandate to conduct a Public Hearing and report back to the House within three weeks for further legislative consideration.

 

The establishment of the Abia State Waterways Authority is expected to mark a turning point in Governor Alex Otti’s administration’s drive toward modern infrastructure, sustainable development, and inclusive economic growth, positioning Abia as a future hub for inland water transport and tourism in the South-East region.
