Abia Government Opens Tender for Massive Housing Project in Umuahia
The Abia State Ministry of Housing has announced the commencement of a major housing development initiative in Umuahia, inviting qualified and experienced construction firms to bid for the construction of residential buildings in a new estate layout within the state capital.
The initiative, according to the Ministry, is part of the vision of the administration of Alex Otti to transform Umuahia into a modern urban center while providing structured and affordable housing opportunities for residents.
In the official invitation to tender signed by the Permanent Secretary of the Ministry, Tpl. Ukeje Uche Ukpabi, the government disclosed that the project would involve the construction of multiple categories of residential buildings across the new estate.
The planned structures include detached duplexes of two floors, semi-detached duplexes, blocks of two-bedroom flats spanning three floors, as well as blocks of three-bedroom flats designed in both three and four-floor configurations.
The Ministry stated that only reputable and competent companies with proven experience in construction and housing development would be considered for the project.
Interested firms are expected to provide evidence of incorporation with the Corporate Affairs Commission, including relevant CAC documentation, alongside tax clearance certificates covering the last three years.
Other requirements listed by the Ministry include audited financial statements, bank reference letters, company profiles detailing technical personnel and equipment, compliance certificates from PENCOM, ITF, and NSITF, as well as proof of registration with the Abia State Procurement Bureau.
Bidding companies are also required to present evidence of previous execution of at least three similar projects within the last five years, including award letters and completion certificates.
The Ministry further directed interested contractors to obtain the Standard Bidding Documents from its office located at the State Secretariat, Ogurube Layout, Umuahia, upon payment of a non-refundable tender fee into the Abia State Government Single Treasury Account.
According to the announcement, prospective bidders must submit separate technical and financial bids in sealed envelopes clearly marked and addressed to the Permanent Secretary, Ministry of Housing, Block A, State Secretariat, Ogurube Layout, Umuahia.
The Ministry fixed Wednesday, June 24, 2026, by 1:00 PM as the deadline for submission of bids, noting that bid opening would take place immediately afterward at the Ministry’s Conference Room in the presence of bidders and their representatives.
It also emphasized that late submissions would not be entertained and maintained that the Ministry reserves the right to reject any bid or cancel the process without incurring liability.
