Abia State Deepens Digital Land Reforms as Commissioner, Chaka Chukwumerije, Leads Strategic Study Tour of Lagos Land Administration Ecosystem
In a decisive step toward modernising land governance and strengthening institutional capacity, the Abia State Government has embarked on a high-level study tour of Lagos State’s land administration architecture, led by the Honourable Commissioner for Lands and Housing, Hon. Chaka Ikenna Chukwumerije, alongside senior officials of the Abia State Ministry of Lands.
The visit underscores Abia State’s resolve to adopt innovative, technology-driven solutions that will redefine land administration, improve transparency, eliminate bureaucratic bottlenecks, and enhance overall service delivery across the state.
Hosted by the Lagos State Government, the Abia delegation was received by the Special Adviser on eGIS and Urban Development, Dr. Olajide Babatunde, where an extensive interactive session provided in-depth exposure to Lagos State’s digital transformation journey in land management. Discussions focused on the design, implementation, and operational efficiency of Lagos’ electronic land systems, as well as practical strategies for addressing longstanding challenges such as land records fragmentation, delays in documentation, and issues of multiple allocations.
As part of the tour, the delegation was conducted through several critical facilities at the heart of Lagos’ land reforms, including the ongoing Lagos GIS Centre, the Land Digitization Centre, the Lagos Land Archive, and the Electronic Physical Planning Centre. These facilities showcased how digital infrastructure is being deployed to capture, store, retrieve, and manage land data with greater accuracy, speed, and security.
The team also visited the Lagos State Lands Bureau, where they engaged extensively with the Executive Secretary and top management staff of the Bureau. The engagement created a platform for exchanging ideas, sharing operational experiences, and examining best practices in land administration, cadastral mapping, records management, and customer service delivery.
For Abia State, the study tour represents more than a learning exercise. It forms part of a broader reform agenda aimed at building a modern, efficient, and investor-friendly land administration system that supports urban development, boosts internally generated revenue, and restores public confidence in land governance.
Under the leadership of Governor Alex Chioma Otti, OFR, the Abia State Government has continued to demonstrate commitment to institutional reforms across key sectors. The exposure of Abia officials to Lagos’ advanced land management systems is expected to accelerate the state’s transition toward a digitised land registry, streamlined processes, and improved ease of doing business.
Stakeholders believe that the knowledge and insights gained from this engagement will significantly shape forthcoming policy directions and technological deployments in Abia State’s lands and housing sector, positioning the state on a sustainable path toward efficient urban planning and orderly development.
