“The opportunity to serve and play a small part in shaping the future of this great State is a lifetime privilege,” Governor Otti stated, adding that the administration’s guiding principle remains Abia first.
Reflecting on the past while looking to the future, Governor Otti urged citizens to embrace 2026 with optimism and resolve. He highlighted that success is reserved not for the strongest or most brilliant but for those who remain steadfast in the face of adversity.
Governor Otti announced plans to consolidate achievements in road infrastructure and transport systems. He highlighted the ongoing mass transit scheme, powered by energy-efficient buses, with a target of deploying 100 electric buses across major urban and semi-urban routes by the end of the year. The Governor also emphasized the completion of multimodal transport terminals and strategic road projects aimed at reducing production costs, creating jobs, and boosting economic activity.
The Governor detailed the State’s commitment to enhancing public sector efficiency through training and incentives. In 2026, ₦5billion is earmarked for manpower training, and a dedicated centre will be established to improve the skills and service disposition of public sector employees. He stressed the policy of posting the right people to the right offices to ensure effective governance and rapid socio-economic development.
Governor Otti reported continued reforms in land administration, including the automation of the land system to improve transparency and streamline processes. The C-of-O-in-30-days initiative has boosted investor confidence and is projected to significantly raise real estate values. Housing development remains a priority, with plans to revitalize abandoned estates, launch new housing projects, and support private sector participation to meet the residential needs of low, middle, and high-income earners.
The Governor reaffirmed the administration’s commitment to free and compulsory basic education, noting the recruitment of over 5,000 teachers in 2025 and plans to hire an additional 4,000 to meet rising enrolment demands. A new pedagogical approach is being adopted to equip students with skills relevant to the future workforce. Upgrades to science and technical secondary schools and the ongoing Smart Schools initiative aim to produce competitive graduates ready for tertiary education.
In tertiary education, infrastructure upgrades at Abia State University Uturu, Ogbonnaya Onu Polytechnic Aba, and Abia State College of Education Technical Arochukwu have enhanced learning environments, staff welfare, and student experience. Governor Otti confirmed that 20% of the 2026 budget remains dedicated to education, with a focus on producing solutions-driven, ethically grounded graduates.
Significant investments in healthcare have restored public confidence in state medical facilities.
Governor Otti announced functional primary healthcare centers across communities, improvements in secondary care facilities, and expanded services at the Abia State University Teaching Hospital and Abia State Specialist Hospital and Diagnostic Centre. Over 120,000 residents have enrolled in the state’s health insurance program, while 15% of the 2026 budget is allocated to healthcare infrastructure, medical supplies, and workforce incentives.
Highlighting the importance of electricity as a driver of economic growth, Governor Otti reported the establishment of the Abia State Electricity Regulatory Authority (ASERA) and successful bids to acquire electricity distribution infrastructure outside Aba. The administration’s mini-grid framework and alternative energy investments are set to expand supply to underserved communities, creating opportunities for energy investors and consumers in 2026.
Governor Otti confirmed that agriculture will receive focused attention in 2026, building on a robust database of farmers and modern technology tools deployed last year. Strategic management of agro-plantations will emphasize accountability, job creation, and improved output, with regional development authorities expanding social and economic infrastructure to support rural communities.
