Governor Alex Otti Commissions Ultra-Modern Umueñe Court Complex in Isiala Ngwa South, Reaffirms Commitment to Judicial Reforms Across Abia State

Abia State Governor, Dr. Alex Chioma Otti, on Wednesday, commissioned the newly constructed Umueñe Ultra-Modern Court Complex in Isiala Ngwa South Local Government Area, a facility fully equipped with digital connectivity and state-of-the-art judicial infrastructure designed to strengthen justice delivery in the state.
Speaking during the commissioning ceremony, Governor Otti, who titled his keynote address “The Judiciary Not Left Behind,” declared that his administration’s governance model is holistic, prioritizing every arm of government, especially the judiciary, as a vital component of Abia’s sustainable development framework.
“We consider an effective judicial system as important to the development matrix as quality road networks and efficient power supply systems.
“An effective judiciary is closely connected to improved security of lives and property in communities, better ease of doing business rating, and of course, building the confidence of investors,” the Governor said.
Governor Otti explained that his government has made substantial investments in developing modern, functional, and befitting court complexes across the state, affirming that justice remains the foundation of true development.
“The State Government has invested princely sums in developing modern, fit-for-purpose court buildings across the State, on the strength of its conviction that there can be no real development without unfettered access to justice for every member of the society,” he stated.
Reiterating his determination to ensure judicial officers work under conducive and dignified environments, the Governor assured that such projects would continue across all local government areas.
“The summary of my message today is that never again will our judicial officers operate from structures that are below their standing and stature as oracles of truth and conscience,” Gov. Otti declared.
Charging judicial officers to uphold fairness and integrity in their duties, the Governor urged them to live up to the noble demands of their office.
“As we begin a new epoch, everyone connected to the service of justice delivery must rise to the demands of the hour, serving with a fair and balanced disposition,” he added.
Governor Otti commended the Abia State Judiciary for its professionalism and for being an objective partner in advancing the state’s governance goals. He further disclosed that newly completed court buildings across the 16 other Local Government Areas of the state would be commissioned in the coming weeks.
Reaffirming his administration’s vision to modernize the judicial sector, the Governor announced plans to begin the construction of multi-functional ultra-modern judicial complexes in Aba and Umuahia.
“Like I had announced at the beginning of the Legal Week ceremony a few weeks ago, we shall again crack the earth to begin the construction of multifunctional ultramodern judicial complexes in Aba and Umuahia.
“The structures will accommodate 15 standard courtrooms, standard offices, a special courtroom and chambers for the Chief Justice, conference centres for judges, and other spaces for judicial events and ceremonies.
“There will also be a 1,000-seater capacity multi-purpose hall within the two complexes, amongst other facilities that highlight the central place of the judiciary in our grand development outlook,” the Governor revealed.
In her remarks, the Chief Judge of Abia State, Justice Lilian Abai, described the project as a milestone achievement and a symbol of justice and hope for the people. She said the new facility would not only enhance judicial efficiency but also accelerate the dispensation of justice across the state.
Justice Abai commended Governor Otti for his visionary leadership and unwavering support for the judiciary, urging judicial officers and staff to uphold the sanctity and integrity of the judicial system.
Also speaking, Senator Darlington Nwokocha, Okenze Ginger Onwusibe, and Hon. Chinwendu Rowland congratulated Governor Otti for delivering such a historic project, noting that it was made possible because Abia State now has “a government that works.” They pledged the continued loyalty and support of the Isiala Ngwa South people to the Governor beyond 2027.
The Attorney General and Commissioner for Justice, Barr. Ikechukwu Uwanna, SAN, expressed gratitude to the Governor for his commitment to institutional development, stressing that Abia is not just building physical infrastructure but enduring institutions that will stand the test of time.
Barr. Uwanna highlighted that the Umueñe Court Complex is equipped with digital connectivity, an independent power system, constant water supply, modern IT tools, and maintenance and management facilities, making it one of the most advanced judicial structures in the region.
The event was graced by top government officials, legal luminaries, legislators, community leaders, and other distinguished guests from across Abia and beyond, all applauding Governor Otti’s transformative leadership and his dedication to ensuring that the judiciary truly becomes a pillar
of justice and progress in the new Abia.
