Abia State House of Assembly Accelerates Justice, Revenue, and Sectoral Reforms as Five Key Bills Advance Through Legislative Stages
The Abia State House of Assembly on a resumed sitting witnessed an intense round of legislative activity as lawmaking took centre stage, underscoring the House’s resolve to strengthen governance, justice delivery, and economic regulation across the state.
At the heart of the plenary was the consideration of several critical bills at various stages of the legislative process. Three major bills sponsored by the Majority Leader, Hon. Okoro Uchenna Kalu, successfully scaled their First Reading. The bills include the Abia State Criminal Law Bill 2026, the Administration of Criminal Justice Bill 2026, and the Harmonized Taxes and Levies Bill 2026.
The proposed legislations are widely regarded as far-reaching reforms aimed at overhauling Abia State’s criminal justice system and streamlining its revenue framework. In a move that highlighted the urgency attached to fiscal reforms, the Harmonized Taxes and Levies Bill was fast-tracked, proceeding immediately to its Second Reading and subsequently committed to the Committee of the Whole for detailed clause-by-clause consideration. The bill is expected to address multiple taxation challenges, improve revenue administration, and ease the burden on businesses and residents.
Further legislative progress was recorded under the order of the day with the advancement of two additional bills sponsored by Hon. Godwin Adiele. H.A.B. 39, the Flood Insurance Policy Programme Bill, and H.A.B. 40, the Oil and Gas Policy Centre Bill, both successfully passed their Second Reading.
Following deliberations, the Flood Insurance Policy Programme Bill was committed to the Committee of the Whole for in-depth scrutiny, reflecting the House’s concern over environmental risks and the need for proactive disaster management mechanisms in flood-prone communities.
Meanwhile, the Oil and Gas Policy Centre Bill was referred to the House Committee on NDDC and Solid Minerals for a public hearing, a crucial step designed to deepen stakeholder engagement and ensure broad-based input from experts, host communities, and relevant institutions.
The day’s proceedings reaffirmed the Abia State House of Assembly’s commitment to participatory democracy, robust legislative oversight, and the enactment of laws capable of driving justice reform, economic stability, and sustainable development in the state.
