ABIA ASSEMBLY PASSES 2025 STARTUP BILL INTO LAW TO BOOST DIGITAL INNOVATION AND ENTREPRENEURSHIP

In a landmark move poised to transform the economic and technological landscape of Abia State, the Abia State House of Assembly has officially passed H.A.B 32: The Abia State Startup Bill, 2025, into law. The Bill, sponsored by the Majority Leader, Hon. Okoro Uchenna Kalu (Arochukwu Constituency), successfully scaled through its third reading and was adopted following consideration at the committee of the whole, after amendments to the order paper.

The passage of the Bill marks a major milestone in the state’s effort to institutionalize support for innovation, technology, and entrepreneurship. According to the Speaker of the House, Rt. Hon. Emmanuel Ihuoma Emeruwa, the new legislation shall be cited as The Abia State Startup Law and will officially take effect upon the Governor’s assent, retroactively dated to October 29, 2025.

Earlier, during the second reading of the Bill, Hon. Okoro Uchenna Kalu, who also serves as the Majority Leader of the House, emphasized that the law seeks to establish the Abia State Startup Administration Board. This board will be responsible for creating and sustaining an enabling environment for startups and digital technology–driven entrepreneurial activities within the state.

He further noted that the legislation is designed to attract young innovators, tech enthusiasts, and investors to Abia, positioning the state as a regional hub for technological advancement and business growth. The Startup Law will also promote collaboration between government, academia, and the private sector to foster innovation-driven economic development.

During the plenary session, which commenced precisely at 1:14 p.m., the Assembly adopted the votes and proceedings from its previous sitting held on Tuesday, October 28, 2025. The motion for adoption was moved by Hon. Okoro Uchenna Kalu and seconded by Hon. Ucheonye Stephen Akachukwu (Aba Central Constituency).

The passage of the Abia State Startup Law underscores the House’s commitment to legislative innovation and aligns with Governor Alex Otti’s vision of a modern, technology-driven economy.
