Abia State Assembly Passes Three Landmark Bills in December 2025, Reaffirms Commitment to Sustainable Governance, Fiscal Responsibility, and Long-Term Development
The Abia State House of Assembly has, in December 2025, recorded a major legislative milestone with the passage of three critical bills aimed at strengthening governance, ensuring fiscal efficiency, and laying a solid foundation for the state’s long-term development.
In a statement addressed to the people of the state, the Speaker, Rt. Hon. Emmanuel Ihuoma Emereuwa announced the legislative breakthroughs, beginning with a message to the citizens: “Umunne m Ndi Abia, this is to officially share that in this December, 2025, the Abia State House of Assembly passed three key bills designed to improve governance, plan for the future, and fund next year’s essential services.”
₦127.6 BILLION BUDGET VIREMENT APPROVED TO BOOST EFFICIENCY:
The first bill, the 2025 Budget Adjustment (Virement) Bill, has been passed into law, authorising the Abia State Government to reallocate the sum of ₦127,687,196,965 within the 2025 fiscal framework.
According to the Speaker, this move reflects prudent financial management, as it allows funds to be redirected from underutilised projects to priority sectors where they are urgently required. The adjustment is expected to enhance service delivery and ensure optimal use of public resources before the close of the fiscal year on December 31, 2025.
ABIA DEVELOPMENT PLAN (2024–2050) GETS LEGAL BACKING:
The Assembly also passed what has been described as a landmark piece of legislation, the Abia State Development (Institutionalisation and Continuity) Bill, 2025.
This law formally establishes the Abia State Development Plan (2024–2050) as the state’s overarching blueprint for economic transformation, social advancement, and infrastructure renewal. Its central objective is to guarantee continuity across successive administrations, effectively addressing the long-standing challenge of abandoned projects and policy inconsistencies.
The legislation provides a robust legal framework for sustainable growth, improved social welfare, and transparent governance. It further mandates citizen participation and accountability by requiring the government to present an annual performance review measuring progress against the development plan.
₦1.016 TRILLION 2026 BUDGET PASSED:
Completing the legislative trio is the Abia State Appropriation Bill, 2026, which sets the official budget for the 2026 fiscal year.
The bill authorises a total expenditure of ₦1,016,228,072,651.99 for governance, public services, and development initiatives across Abia State for the year ending December 31, 2026, signaling the scale of the government’s development agenda for the coming year.
ASSEMBLY REASSURES NDỊ ABIA OF PEOPLE-ORIENTED LAWMAKING:
Reaffirming the Assembly’s legislative direction, the Speaker assured citizens of the House’s unwavering commitment to impactful governance.
“Ndi Abia Umunne m, I want to reassure you all that under my leadership as Speaker, the Abia State House of Assembly remains dedicated to passing laws that positively and directly impact the lives of our people. We are deeply grateful for your trust and support,” the statement read.
The Speaker further emphasized the readiness of lawmakers to sustain a productive partnership with the Executive arm of government in order to accelerate inclusive and sustainable development across the state.
“My colleagues and I assure you all of our commitment to people-centered legislation and a continuous productive partnership with the Executive Branch to fast-track sustainable development across all parts of our great state,” he concluded.
The passage of these three bills underscores the Assembly’s resolve to entrench accountability, continuity, and progress in Abia State’s governance architecture.
